The Great Famine of Ireland occurred from 1845 to 1852, a time of feverish social crisis and one of the greatest exoduses from a single island. Roughly a million Irish citizens left--and just as many died. This song was written from the perspective of a couple talking to one another as he's planning to leave for America. She's doubting if he'll ever return and he swears he will.
